This “Insight Report” presents key findings of the 2012 and 2013 eGovernment Benchmark. It provides insight and detail in three areas: 1.What Europe is here to do: sets the scene for this report, the policy context and introduces the measurement. 2.Is Europe delivering to plan? This section provides insight into a) eGovernment performance of 33 participating countries, b) key insights about citizens needs and what government should take into account when designing online services, and c) the role policy makers play in further stimulating progress and tackling governance and collaboration issues. 3.Accelerating the response to the need for innovation: a model and recommendations to achieve the transformation needed to deliver better public services, at lower costs. This also includes practical recommendations to further develop the benchmark framework. This report summarises method and factual findings; parallels with observed international leading practices; and draws insights and conclusions regarding the findings of the survey. This is aimed at Government leadership.
