The purpose of the study is to evaluate risk assessment capacities of the Member States' authorities that carry out coast guard functions. However, our aim is not to give marks to the different authorities with respect to their risk assessment performance, but merely to look for commonalities and ways to enhance cooperation among authorities in order to improve risk assessment performance. In other words, we look for the best means – hereunder via EU support – to facilitate cooperation on risk assessments across coast guard functions and across borders. The study results contribute to the development of specific actions in the European Union Maritime Security Strategy (EUMSS) Action Plan – i.e. to the development of actions concerning improved sharing information and of risk assessment and risk management approaches, and to actions concerning enhancement of risk assessment and risk management capacities in the Member States and at EU level.
