As a follow-up to the adoption of the European Agenda on Migration and the European Council Conclusions from June 20151, the European Commission is considering proposing changes to the Schengen Information System (SIS) with the purpose of enhancing its use for the return of irregular migrants. This study, conducted for the European Commission Directorate-General for Migration and Home Affairs, assesses the feasibility and the technical and operational implications of the proposed changes to the SIS, namely: 1. the introduction, in the SIS, of return decisions under a new alert category; 2. the mandatory entry of all entry bans in the SIS; and 3. the amendment to of the current model for exchanging supplementary information related to alerts issued for migration reasons. Finally, the study analyses which statistical gaps can be filled by implementing the changes above and how this data can be collected. The analysis shows that using the SIS to enable improved monitoring and EU-wide enforcement of return decisions could significantly improve the effectiveness of the European return system if a number of critical success factors are met.
